refactor: 重构配置管理和测试规范

数据库配置：
- 将数据库连接字符串移到 web.config 的环境变量中
- 从 appsettings.json 删除 ConnectionStrings 节点
- 使用 ConnectionStrings__CNCBusinessDB 和 ConnectionStrings__CNCLLogDB 格式

系统配置：
- 创建 App_Data 目录存储系统配置
- 创建 system_config.json 存储 CollectionSettings、LoggingSettings、AlarmSettings 等
- 更新 Haoliang.Api.csproj 包含 App_Data/**/* 内容到输出

测试规范：
- 创建 testing-requirements.md 测试规范文档
- 删除旧的 Tests 项目并重建
- 创建 SystemControllerTests.cs 实现 100% 方法/分支/参数覆盖
- 添加 Haoliang.Api 项目引用以支持测试

符合要求：
- 数据库配置仅存储在 web.config
